European Union Research and Technological
Development
The Framework Programmes are the Principal
European Union method of funding Collaborative Research and Technology
Development Projects.
Israel is the only non-European
country Associated to the Framework Programme. An Association
Agreement was concluded between the State of Israel and the European
Union for the Fourth Framework Programme. This was
ratified in August 1996 and allowed Israeli legal entities to participate
in the Framework Programme on the same basis as legal entities in a member
state. Israel contributes to the central fund based on Gross Domestic Product
(GDP) as did the other countries. The Fourth Framework Programme runs from
1994 - 1998. Negotiations to renew this agreement are underway for the
Fifth Framework Programme. This Programme will run
from 1998 - 2002.
The following countries are members
of the European Union - Austria, Belgium, Denmark, Finland, France, Germany,
Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain, Sweden
and United Kingdom
In addition the following countries
are Associated States to the Framework Programme - Iceland, Norway, Liechtenstein
and Israel
The benefits of participation are
generous funding for the generation and field trial of new product technology,
establishment of business relationships with prospective suppliers and
users and fuller involvement in the requirements of a large and potentially
lucrative market.
The formal objectives of the Framework
Program are -
"To implement research and technological
development (RTD) programmes and demonstration programmes by promoting
cooperation with and between enterprises, research centres and universities;
to promote cooperation in the field of Community RTD and demonstration
with third countries and international organizations; to disseminate and
optimize the results of Community RTD and demonstration activities; and
to stimulate the training and mobility of researchers in the Community."
