General
The Government of Israel places considerable
importance upon international cooperation in industrial R&D. The primary
reasons for this are the advantages of shared costs and minimization of
the inherent risks. These advantages benefit both of the cooperating parties
and improve the prospects for successfully marketing and supporting the
developed product or service internationally.
Over the last few years the Government
of Israel has signed a number of bilateral R&D cooperation agreements
with foreign governments and the European Union in order to encourage contacts
between Israel and overseas companies to facilitate joint ventures in R&D,
manufacturing and marketing.
Joint ventures between Israeli and
overseas companies, authorized by the relevant authorities in the respective
countries, will be entitled to aid from both governments according to the
regulations prevailing in each country.
Advantages
The advantages and benefits of international
cooperation in R&D are many:
Access to new markets via partnerships.
Cooperation in R&D activities and
access to know-how and technologies that are not otherwise readily available
to the participants.
Identifying potential strategic partners.
Via Israel's Free Trade Agreements with
the US, Canada and the EU, Israel can act as a trade bridge for companies
wishing to expand their activities into these respective markets.
R&D partnerships contribute the
strongest possible linkages, since they establish relationships on issues
that are fundamental to the character and corporate future of the company.
Traditionally, such alliances last beyond the specific project in question.
R&D partnerships often result in
heightened awareness of the market opportunities in the partnering countries.
As a result trade is enhanced.
R&D partnering is almost always
accompanied by joint commercialization in the market of a third country.
In this case, each player benefits from the market advantage of the other
country or region.
Framework
for Cooperation
There are three types of international
cooperation programs: bi-national funds,
bi-national R&D support agreements
and multinational framework agreements.
All of the cooperation programs
are based on a number of principles:
Assistance in identifying partners.
Assistance in receiving the recognition
for the joint project and the relative advantages that stem from it.
Assistance in preparing the appropriate
grant application forms.
Joint submission and presentation of
project proposals by the partner Israeli and foreign corporations.
Rapid response and coordination between
the two governments of the partner corporations.
Financial support and incentives are
provided through risk-sharing, i.e., financing a proportion of the actual
R&D costs. Assistance is given through a grant, a conditional grant
or a loan.
