       The OCS and Cooperative R&D  Projects with Germany

 

Over the last several years, the Government of Israel has signed an agreement with the Government of Germany to actively support and encourage cooperation between Israeli and German corporations in R&D, manufacturing and marketing.


These agreements have been put under the auspices of the Office of the Chief Scientist (OCS) of the Ministry of Industry and Trade. MATIMOP - the Israeli Industry Center for R & D, a public non-profit organisation, has been charged with their administration and with the coordination of the efforts to attain the objectives set forth therein.


Pursuing cooperative R&D projects within the framework of these agreements offers substantial advantages to Israeli corporations:

  • Easier access to the German markets via companies.
  • Access to technologies that are not readily available to Israeli industry
  • Support in identifying potential strategic partners.
  • Risk sharing by the governments involved through financial support  schemes for approved projects.

Cooperative projects approved by the authorities in both Israel and Germany are eligible for funding on both sides. The support will be given to each partner by its authorities.


WHO CAN PROFIT FROM THE AGREEMENTS TO ENCOURAGE COOPERATIVE R&D PROJECTS WITH GERMAN COMPANIES?

 


To qualify for support within the framework of the various agreements to encourage cooperative R&D projects a project must meet the following criteria:

 

  • The Israeli company and its partner must express the desire to co-operate, on an equal basis, in the development of a new product, a new process or a new service.
  • The product must be innovative and there must be a technological risk involved.
  • The project must be, more or less, equally significant for both companies.
  • Both governments must ascertain that the companies are in agreement as to how they intend to commercialize the development once the initial research has been completed.

Any company that has a proposal meeting these criteria and in compliance with the rules and regulations at the agreements to encourage cooperative R&D Projects with German Companies operate, may submit an application for support.
