US-Israel Science and Technology Commission US-Israel Science and Technology Commission (USISTC) President Clinton and the late Prime Minister Yitzak Rabin announced on March 15, 1993 the intention to create a U.S. Israel Science and Technology Commission ("USISTC") to enhance cooperation and create technology based jobs for the 21th century. In January 1994, the late U.S. Secretary of Commerce Ron Brown and former Israeli Minister of Industry and Trade Micha Harish signed a Memorandum of Understanding and inaugurated the first meeting of the Commission and the Joint High Level Advisory Panel. To support the activities of the USISTC, each country committed $15 million over three years to fund projects involving technology innovation that would have significant economic benefits. In addition, the USISTC sponsors a number of infrastructure projects in the fields of medical/ biotechnologies, information/ telecommunications processes, environment/ agriculture/ energy, and FDA regulatory harmonization. In September, 1995, the U.S.-Israel Science and Technology Foundation, Inc. was established. The Foundation is an independent nonprofit organization established under the laws of the District of Columbia. The Foundation has received funding from the Governments of the United States and of Israel for the purpose of implementing the USISTC program that funds joint ventures.
